CUDAHY, Circuit Judge. Terry Tso was killed when his car collided with a county truck engaged in repair operations on a public highway. Members of Tsos family sued Walworth County and four of its employees for negligence in the operation and supervision of the truck. The Tsos lawyer failed, however, to make proper service of process on the defendants within the required time period. We must decide in this appeal whether good cause exists to excuse that failure. We are also called upon to interpret a provision of Wisconsin law that permits recovery for injuries caused by the negligent operation of a motor vehicle. We affirm in part and reverse in part.
